The Victorian Government’s Level Crossing Removal Project (LXRP) is already moving ahead with works to permanently close Champion Road — without releasing full designs, without transparency, and without real community consultation.


This isn’t just poor process. It’s deliberate. It’s undemocratic. And it’s completely out of step with what our community deserves.


❌ What’s wrong with the Champion Road closure? 


There’s NO evidence to justify the closure.


No traffic, environmental, noise or economic reports have been provided — despite repeated community requests.  


The original justification (Fast Rail) is no longer relevant — that project has been shelved, but the road closure is still going ahead.  


Pipelines CAN be moved. Owners have confirmed this, yet LXRP keeps pushing the “it’s too hard/too expensive” line.  


Council has no power to stop it. Despite Champion Road being council-managed, the State Government has full control and has overridden local voices.  


24/7 construction and environmental risks are coming — including noise, dust, and confirmed asbestos contamination.  


There’s inadequate support and NO compensation for affected homes or businesses.  


Freight trains will be noisier, closer, and unbuffered. No noise barriers are planned for diesel freight rail.  


This sets a dangerous precedent for every other community in Victoria. If they can do this here, they can do it anywhere.


🚫 We’ve had enough of:

  • “Consultation” that’s just box-ticking.
  • Works starting while we’re told “plans aren’t final.”
  • Local MPs saying they’re advocating — while nothing changes.
  • Government hiding behind legislation instead of facing the community.


✅ Here’s what we’re demanding: We call on the Victorian Parliament to:

  • IMMEDIATELY PAUSE all works related to the closure of Champion Road.
  • RELEASE the full, detailed project plans for public scrutiny. Conduct independent and meaningful consultation with infrastructure experts, residents, businesses, emergency services, and council.
  • No more lip service. No more box-ticking. This must be transparent and accountable.
  • Ensure the final outcome keeps Champion Road open.


🧱 Why this matters: Champion Road is critical to traffic flow, community access, emergency services, and local businesses. Closing it will:

  • Overload already congested roads
  • Sever a direct link between Newport and Williamstown
  • Isolate parts of the community
  • Undermine liveability on the peninsula
  • Hurt local jobs and small businesses
  • Destroy long-standing trust between government and the people it’s supposed to serve
